A Senate Joint Resolution concerning
Export Trade Task Force
FOR the purpose of requesting the Governor to appoint an Export
Trade Task Force to evaluate the appropriate role of the
State of Maryland under the federal Export Trading Company
Act of 1982.
WHEREAS, Federal law now authorizes state governments and
private entities certain exemptions from the application of the
antitrust and the banking laws under the Export Trading Company
Act of 1982 and the Bank Export Services Act, Public Law 97-290,
96 Stat. 1233 (1982), and
WHEREAS, The State of Maryland, through its facilities in
the Port of Baltimore and Baltimore-Washington International
Airport, is a major export center of American foreign commerce;
and
WHEREAS, Our State needs well-developed export trade
mechanisms which can promote the export of Maryland goods and
services and related banking activities; and
WHEREAS, The State Department of Economic and Community
Development runs a computer-based export marketing program which
focuses on the identification of new export markets for the
products of small businesses; and
WHEREAS, The State of Maryland is only exporting 4 percent
of its gross State product as opposed to the 8 percent average
for states nationally; and
WHEREAS, The Secretary of Commerce and the Attorney General
of the United States are currently promulgating regulations to
carry out the purposes of the federal Acts; and
WHEREAS, The General Assembly's Jobs Initiative Task Force
has recommended that the State Department of Economic and
Community Development more aggressively promote export trading;
now, therefore, be it
