Design and construct the Patterson
Archaeological Park and Museum, provided that
this appropriation for initial development of
the proposed Patterson Park and Museum
project shall be contingent upon review and
approval of the Budget Committees of the
preliminary development plan of the facility.
The Department shall submit the preliminary
development plan for Budget Committees'
review by September 1, 1983. , provided that
no funds may be expended from this
appropriation until the State officially
accepts ownership of the park property.......
(d) To provide a grant to Friends of Patapsco,
Inc. for the purpose of moving the Ellicott
House from the flood plain of the Patapsco
River. Prior to the payment of any funds
under the provisions of this Section, the.
Friends of Patapsco, Inc. shall provide at
least an equal and matching fund of $137,000.
No part of an applicant's matching fund may
be provided, either directly or indirectly,
from funds of the State, whether appropriated
or unappropriated. No part of the fund may
consist of real property, in kind
contributions, or funds expended prior to the
effective date of this Act. In case of any
dispute as to what money or assets may
qualify as matching funds, the Board of
Public Works shall determine the matter, and
the Board's decision is final. The Friends
of Patapsco, Inc. has until June 1, 1985, to
present evidence satisfactory to the Board of
Public Works that the matching fund will be
