(B) (1) THE GOVERNOR SHALL APPOINT 4 EMPLOYEES OF THE
DEPARTMENT, UPON THE RECOMMENDATION OF THE SECRETARY, AND 3
MEMBERS OF THE PUBLIC TO SERVE AS THE HOUSING FINANCE REVIEW
COMMITTEE.
(2) THE PUBLIC MEMBERS SHALL INCLUDE THE CHAIRMAN OF
THE MARYLAND HOUSING POLICY COMMISSION.
(3) EXCEPT FOR THE CHAIRMAN OF THE MARYLAND HOUSING
POLICY COMMISSION, THE PUBLIC MEMBERS SHALL SERVE FOR A TERM OF 4
YEARS BEGINNING JULY 1, 1983, PROVIDED THAT A MEMBER APPOINTED TO
FILL A VACANCY IN AN UNEXPIRED TERM OR TO SUCCEED A MEMBER WHO IS
HOLDING OVER SERVES ONLY FOR THE REMAINDER OF THE TERM.
(4) THE COMMITTEE SHALL REVIEW AND MAKE
RECOMMENDATIONS TO THE SECRETARY ON THE FOLLOWING:
(I) SPECIFIC LOAN REQUESTS OR CATEGORIES OF
LOAN REQUESTS; AND
(II) THE INVESTMENT AND PROJECT FINANCING
POLICIES OF THE ADMINISTRATION.
(5) THE SECRETARY MAY APPROVE A SPECIFIC LOAN REQUEST
WITHOUT RECEIVING THE RECOMMENDATION OF THE COMMITTEE WHEN THE
NATURE OF THE REQUEST REQUIRES URGENT ACTION.

(h) The exercise or performance of all powers, authority,
duties and functions vested in the Division of Economic
Development, Maryland Industrial Development Financing Authority,
[the Community Development Administration Financing Authority,
marketing Authority and Division of Market Development may be
exercised or performed at any time by the Secretary of Economic
and Community Development as set forth in Article 41 of this
Code, or elsewhere in the laws of this State. The Secretary shall
create a Division of Tourist Development within the Department of
Economic and Community Development to stimulate development of
the tourist business in Maryland. The Division of Tourist
Development shall encourage development of recreational areas and
facilities and encourage tourist business in the State, making
the public aware of the State's historical background and
progress, and generally advertise the State and disseminate
information thereon. The Secretary of Economic and Community
Development, with the approval of the Governor, shall appoint a
Director of the Division of Tourist Development. The position of
Director shall not be subject to the provisions of Article 64A of
this Code, but once appointed he shall hold office at the
Secretary's pleasure. He may be removed by the Secretary of
Economic and Community Development, with the approval of the
Governor. Any such removal by the Secretary shall be final and
not subject to any appeal. The Director of the Division of
Tourist Development shall operate the Division of Tourist
