commission, board, bureau or agency of the State or of any
political subdivision of the State, EXCEPT IN INSTANCES WHERE THE
AUTHORITY IS REQUIRED BY THIS SUBTITLE TO OBTAIN ALL APPLICABLE
LICENSES AND PERMITS, AND FOLLOW THE REQUIRED PROCEDURES, and
without any other proceedings or the happening of any other
conditions or things than those proceedings, conditions, or
things which are specifically required by this subtitle; except
that: (I) WITH RESPECT TO THE MARKET, the consent of the
Regional Planning Council shall be obtained [and except that]; (II)   the market shall be subject to all applicable laws and
regulations of the Secretary of Health and Mental Hygiene and
shall be subject to all zoning and subdivision regulations of the
political subdivision in which the market is located[.]; AND (III)  THE PARK SHALL BE SUBJECT TO ALL APPLICABLE LAWS AND
REGULATIONS OF THE STATE HEALTH DEPARTMENT SECRETARY OF HEALTH
AND MENTAL HYGIENE AND SHALL BE SUBJECT TO ALL ZONING AND
SUBDIVISION REGULATIONS OF THE POLITICAL SUBDIVISION IN WHICH THE PARK IS LOCATED;___(IV) CONSTRUCTION OF THE PARK MAY NOT BEGIN UNLESS A COMPREHENSIVE STUDY ESTABLISHES THAT THE CONSTRUCTION AND OPERATION OF THE PARK WOULD BE BOTH ECONOMICALLY AND ENVIRONMENTALLY SOUND; AND (V) THE MARYLAND FOOD CENTER
AUTHORITY CONSTRUCTION FINANCING, OR WORK WORKING DRAWINGS FOR
THE DEVELOPMENT OF THE PARK MAY NOT BEGIN UNTIL THE PROJECT IS
APPROVED BY THE GENERAL ASSEMBLY. Provided further that all plans
and any issue of bonds for the financing of the facilities of the
Authority shall first be submitted to and be approved prior to
the sale thereof by resolution of the Board of Public Works; and
provided further, that all other plans, contracts, and leases,
acquiring, transferring, or conveying property shall have the
approval of the Board of Public Works. (2) In carrying out its duties and responsibilities,
the Authority shall comply with Section 14G of this article and
the minimum minority business participation requirements
enumerated therein. In addition, the Authority shall take
affirmative steps to include minority businesses in its markets
AND THE PARK to at least the same extent as required by Section
14G; (d)  Make contracts and leases and execute all instruments
necessary or convenient, including contracts or leases with
respect to the construction, operation, maintenance, management,
and use of the facilities of the market AND THE PARK, parking
facilities, concessions, stalls, AUCTION HOUSE, DOCKING
FACILITIES, or other facilities, on such terms and for such of
its corporate purposes as the Authority deems advisable; all
contracts for the construction of the facilities of the market
AND THE PARK shall be made only after the solicitation of sealed
bids except where the facilities are to be constructed on land
which has been either leased or sold by the Authority to a
private entity or entities; (e)  Acquire in its own name, by purchase, on such terms and
conditions and in such manner as it deems proper, or by
condemnation and in accordance with and subject to the provisions
