No part of the fund may consist of real property, in kind
contributions, or funds expended prior to the effective date of
this Act. In case of any dispute as to what money or assets may
qualify as matching funds, the Board of Public Works shall
determine the matter, and the Board's decision is final. The
governing body of Harford County has until June 1, 1985, to
present evidence satisfactory to the Board of Public Works that
the matching fund will be provided. If satisfactory evidence is
presented, the Board shall certify this fact to the State
Treasurer and the proceeds of the loan shall be expended for the
purposes provided in this Act. If this evidence is not presented
by June 1, 1985, the proceeds of the loan shall be applied to the
purposes authorized in Article 78A, § 3 of the Code.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1983.

CHAPTER 647
(House Bill 1195)
AN ACT concerning
Community Development Administration
FOR the purpose of providing that the Community Development
Administration may not assess participating counties for
certain costs of a certain mortgage purchase program;
providing that certain program guidelines shall be developed
by the participating counties in cooperation with the
Administration; and altering the amount of time during which
certain bond proceeds shall be held available for use under
the program.
FOR the purpose of providing that certain mortgage purchase
program guidelines shall be developed by the Community
Development Administration in cooperation with participating
counties; altering the amount of time during which certain
bond proceeds shall be available for use under the program;
allowing this amount of time to be extended under certain
circumstances; and requiring the participating counties and
the Administration to enter into an agreement stipulating
the terms of a certain reimbursement of a certain required
contribution and certain circumstances under which the
contribution may be used by the Administration.
BY repealing and reenacting, with amendments,
Article 41 - Governor - Executive and Administrative
