(2)  THE BOARD SHALL SUPERVISE THE OPERATION AND
ADMINISTRATION OF THE UNINSURED EMPLOYERS' FUND. (3)  THE BOARD SHALL APPOINT A DIRECTOR FOR THE FUND
WHO SHALL RECEIVE THE SALARY PROVIDED IN THE ANNUAL STATE BUDGET. (4)  THE MEMBERS OF THE BOARD SHALL RECEIVE TO THE
EXTENT PROVIDED IN THE ANNUAL STATE BUDGET: (I)  A PER DIEM COMPENSATION FOR EACH DAY AS A
MEMBER OF THE BOARD; AND (II)  REIMBURSEMENT FOR ACTUAL AND INCIDENTAL
EXPENSES OF TRAVEL REQUIRED FOR MEMBERS OF THE BOARD. (5)  THE BOARD SHALL SUBMIT AN ANNUAL REPORT TO THE
GOVERNOR ON OR BEFORE OCTOBER 1. THE REPORT SHALL INCLUDE A
STATEMENT IN DETAIL OF THE EXPENSES AND BALANCES OF THE FUND. (6)  THE COST OF ADMINISTERING THE BOARD SHALL BE PAID
FROM GENERAL FUNDS, AND THE GENERAL FUNDS OF THE STATE SHALL BE
REIMBURSED BY THE WORKMEN'S COMPENSATION COMMISSION FROM FUNDS
RECEIVED BY THE COMMISSION UNDER THE PROVISIONS OF § 17 OF THIS
ARTICLE. [(b)] (D) (1) For the purpose of establishing and
maintaining this [fund] FUND, the [Commission, upon rendering a
decision with respect to any claim for compensation against an
uninsured employer as defined in § 102 of this article] DIRECTOR
shall impose an assessment [in the sum of one hundred fifty
dollars ($150.00) against the employer and] OF $150 AGAINST AN
UNINSURED EMPLOYER AS DEFINED IN § 102 OF THIS ARTICLE WHEN THE
COMMISSION RENDERS A DECISION ON A CLAIM FOR COMPENSATION. THE
DIRECTOR SHALL direct [its] payment OF THE ASSESSMENT into the
[fund] FUND in connection with each such claim [wherein] WHEN AN
injury [shall have] occurred on or after the first day of
January, 1968, or in death cases, where death is the result of an
injury occurring on or after [said] THAT date. The [Commission]
DIRECTOR shall also impose an additional assessment of [fifteen
per centum (15%)] 15 PERCENT of the [award or] awards made in
each such claim, such additional assessment not to exceed[,
however, the sum of one thousand five hundred dollars
($1,500.00)] $1,500 in any one claim, and shall direct that such
additional assessment also be paid into the [fund] FUND. (2)  The [Commission] DIRECTOR may assess an insurer
$150, payable to the [fund] FUND, if the insurer failed to comply
with the Commission's requirements concerning certification of
insurance with the Commission and it finds that the [fund] FUND
was required to investigate or to attend a hearing to ascertain
the existence of insurance. (3)  An employer, or, if insured, the employer's
insurance carrier or the State Accident Fund, as the case may be,
