related services for overseas programs without certain

audit reports; providing that certain procurement laws do
not apply to University College overseas programs with
certain exceptions; authorizing the University of Maryland
to promulgate procurement policies and procedures for
University College overseas programs; providing that certain
provisions of this Act apply instead of certain other laws;
providing that the provisions of this Act are severable; and
generally providing for the management of University
College.

(A) THERE IS A UNIVERSITY COLLEGE IN THE UNIVERSITY OF
MARYLAND WHICH IS NOT A NEW BRANCH OF THE UNIVERSITY OF MARYLAND
WITHIN THE MEANING OF §§ 13-104(F) AND 13-1A-02 OF THIS ARTICLE.
(B) THE PROVISIONS OF § 13-105(A) DO NOT APPLY TO
UNIVERSITY COLLEGE. THE ANNUAL BUDGET BILL SHALL CONTAIN A
LUMP-SUM APPROPRIATION TO UNIVERSITY COLLEGE OF THE TUITIONS,
