8-1602. (C) A PERSON MAY NOT DUMP, DEPOSIT, SCATTER, OR RELEASE
SEWAGE SLUDGE BY ANY MEANS, INCLUDING DISCHARGE FROM A SEWER OR
PIPE, INTO OR ONTO ANY PORTION OF THE WATER OR BOTTOMLAND OF THE
CHESAPEAKE BAY OR OF THE TIDEWATER PORTIONS OF ANY OF THE
TRIBUTARIES WITHIN 5 MILES OF THE HART-MILLER-PLEASURE ISLAND
CHAIN IN BALTIMORE COUNTY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage. Approved May 24, 1983.
CHAPTER 410 (House Bill 247) AN ACT concerning Creation of a State Debt - Prince George's County
Detention Center and Correctional Centers FOR the purpose of authorizing the creation of a State Debt in
the amount of $10,000,000 $9,850,000, the proceeds to be
used as a grant to assist in the construction or purchase
and equipment of the Prince George's County Detention Center
Complex and to renovate and rehabilitate an existing
structure for use as a driver residential correction center
subject to the requirement that the County Council of Prince
George's County provide at least an equal and a matching
fund of a certain type for the same and amount for a certain
purpose by a certain date; and providing generally for the
issue and sale of bonds evidencing the loan. SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That: (1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Prince George's County Detention Center
and Correctional Centers Loan of 1983 in the aggregate principal
amount of $10,000,000 $9,850,000. This loan shall be evidenced
by the issuance and sale of State general obligation bonds
authorized by a resolution of the Board of Public Works and
issued, sold and delivered in accordance with the provisions of
