SECTION 2. AND BE IT FURTHER ENACTED, That surplus line
this Act shall take effect July 1, 1983. brokers, with respect to
notices of assessment mailed on or after July 1, 1982, are
subject to the penalty and interest of § 140 of
Article 48A of the Code.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 394
(House Bill 812)
AN ACT concerning
State Lottery - Instant Lottery Games Lotto Games,
FOR the purpose of requiring the State Lottery Commission and
Director to provide for a certain number of instant lottery
games to be held during a certain fiscal year "Lotto" game
on a weekly basis; providing for the issuance of
regulations; providing for distributions of certain proceeds
to political subdivisions on a certain basis providing that
"Lotto" game receipts shall be placed in a special account;
providing for the distributions of "Lotto" receipts under
certain circumstances; providing that certain provisions of
this Act shall terminate and be of no further force and
effect after a certain date; authorizing political
subdivisions to accrue certain funds as revenues for the
1984 fiscal year; defining a certain term; and generally
relating to the provision and conduct of games of chance
known as "Lotto" games by the State Lottery Commission and
Director.
