Johns Hopkins University shall provide at least an equal and
matching fund of $1,500,000 for this project. No part of the
applicant's matching fund may be provided from State funds either
directly or indirectly, in whole or in part. No part of the
applicant's matching fund may consist of real property or in kind
contributions. In case of any dispute as to what money or assets
may qualify as the applicant's matching fund, the Board of Public
Works shall determine the matter, and the Board's decision shall
be final. The Johns Hopkins University shall have until June 1,
1985, to present evidence satisfactory to the Board of Public
Works that this fund will be provided. If satisfactory evidence
of the raising of at least an equal and matching fund for this
project is presented to the Board of Public Works on or before
June 1, 1985, the Board of Public Works shall so certify to the
Treasurer of the State and the proceeds of the loan shall be
expended in accordance with the provisions of this Act. If
satisfactory evidence of the raising of at least an equal and
matching fund for this project is not presented to the Board of
Public Works on or before June 1, 1985, the proceeds of the loan
shall be applied to the purposes authorized in Article 78A, § 3
of the Code.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1983.

CHAPTER 341
(Senate Bill 434)
AN ACT concerning
Creation of a State Debt - Maryland Science Center
FOR the purpose of authorizing the creation of a State Debt in
the amount of $250,000, the proceeds to be used for a grant
to the Maryland Academy of Sciences for the continued
alteration, expansion, improvement, and renovation of the
Maryland Science Center in Baltimore City, subject to the
requirement that the Maryland Academy of Sciences provide at
least an equal and matching fund for the same purpose by a
certain date; and providing generally for the issue and sale
of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Maryland Science Center Loan of 1983 in
the aggregate principal amount of $250,000. This loan shall be
