participate in the education of the public and environmental
fields;
(8) Perform other acts of public service relating to
the environment in the best interest of the citizens of the
State; and
(9) Implement the application of the institutional
and physical resources of the [university] UNIVERSITY to the
needs of State agencies in environmental matters.
3-706.
(f) (1) At least 90 days prior to issuance of a
certificate, the Board shall seek the advice and comment of the
following:
(i) The Secretaries of Natural Resources,
Health and Mental Hygiene, Economic and Community Development,
State Planning, and Agriculture;
(ii) The [Council on Toxic Substances and the
Hazardous Substances and Low-Level Nuclear Waste] CONTROLLED
HAZARDOUS SUBSTANCE Advisory Council; and
(iii) The governing body of any subdivision of
the State within which all or part of the proposed site is to be
located and the governing bodies of adjoining subdivisions.
3-9A-01.
[(1)] (A) By resolution or ordinance of its legislative
body, any charter county not a party to the Northeast Maryland
Waste Disposal Authority provided for in § 3-903 of [the Natural
Resources Article] THIS ARTICLE may enter into contracts with any
industrial concern for the collection, storage, treatment,
utilization, processing or final disposition of solid waste or
for the recovery of material or energy therefrom, or any
combination thereof.
[(2)] (B) The contracts [(i)]:
(1) shall be only in connection with solid waste
disposal facilities financed under this article located within
the charter county or another participating county[,]; and [(ii)]
(2) may not be in connection with a landfill.
[(3)] (C) The contracts may be for a period not to exceed
30 years.
[(4)] (D) The contracts may provide for minimum amounts of
waste to be delivered or processed, and payment based thereon,
whether or not the waste is actually delivered or processed, and
may contain other terms and conditions as the parties consider
appropriate.
