Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 821.
This bill creates the Maryland Horse Racing Council and
designates the membership.
House Bill 1547, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 821.

Senate Bill No. 821
AN ACT concerning
Maryland Horse Racing Council Fund - State Assistance
FOR the purpose of establishing the Maryland Horse Racing
Council Fund and providing for the collection and
deposit of moneys for the fund by the Maryland Racing
Commission; providing for annual reports by the
Maryland Horse Racing Council to the Maryland Racing
Commission; providing for the termination of this fund
on a certain date; and generally relating to the
establishment of the Maryland Horse Racing Council Fund
creating the Maryland Horse Racing Council and
providing for its purposes; placing for a period of
time a portion of uncashed parimutuel ticket moneys
into a special account; authorizing the Department of
Economic and Community Development to make grants to
the Council from the special account subject to a plan
submitted by the Council and approved by the
Department; requiring the matching of State grants;
requiring an annual report; and specifying the funding
for the Council.
