Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1783.
This bill requires the Legislative Policy Committee to
appoint and coordinate a Spending Affordability Committee
whose goal is to limit the growth of State spending to a
level that does not exceed the growth in personal income.
Senate Bill 1089, which was passed by the General
Assembly and signed by me on June 1, 1982 accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 1783.
