Dear Mr. Speaker: In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1289. This bill extends the start of the Vehicle Emissions
Inspection Program from December 31, 1982 to June 30, 1983. Senate Bill 34, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 1289.

House Bill No. 1289 AN ACT concerning Motor Vehicle Emissions Inspection FOR the purpose of providing that during a certain initial period of the motor vehicle emissions inspection program it is not mandatory for the owner of a vehicle to make certain repairs or have the vehicle reinspected; requiring the Motor Vehicle Administration
and an inspection facility to encourage a certain
vehicle owner to take certain actions; providing that
certain repairs and reinspection shall become mandatory
under certain circumstances changing a certain amount
a vehicle owner must actually have expended for certain
repairs to a vehicle in order to be eligible for a
waiver under certain circumstances; changing mandatory annual inspection provision to require a certain periodic inspection; permitting an inspection facility
to be equipped with a diagnostic lane for certain
purposes; permitting the Administration to use funds in
the Transportation Trust Fund to pay certain inspection
costs under certain circumstances; providing that a
certain inspection fee may not be charged to vehicle owner under certain circumstances; permitting the Administration to decrease the inspection fee and
return the fee paid by a certain vehicle owner under certain circumstances; setting forth legislative intent; clarifying language; and generally relating to
the State's Motor Vehicle Emissions Inspection Program. FOR the purpose of changing the date at which the motor
vehicle emissions inspection program becomes mandatory;
