Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1280.
This bill grants specific authority for the governing
bodies of all counties, incorporated municipalities, and
Baltimore City to franchise cable television systems,
including authority for exclusive franchising.
Senate Bill 872, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore, it is not necessary for me to sign
House Bill 1280.

AN ACT concerning
Cable Television - Franchises
FOR the purpose of granting specific authority for counties,
incorporated municipalities, and Baltimore City to
engage in community antenna television and cable
television franchising, including exclusive
franchising; permitting the counties, incorporated
municipalities, and Baltimore City to impose franchise
fees, to set rates for cable television services, and
to establish rules governing such franchising; and
generally relating to the authority of the counties,
