Creation of a State Debt -
The Johns Hopkins University Homewood Campus
FOR the purpose of authorizing the creation of a State Debt
in the amount of $750,000 $700,000, the proceeds to be
used for the renovation and equipping equipment of
laboratory and teaching space in Dunning and Remsen
Halls on The Johns Hopkins University Homewood Campus,
subject to the requirement that The Johns Hopkins
University provide at least an equal and matching fund
of a certain type for the same purpose by a certain
date; and providing generally for the issue and sale of
bonds evidencing the loan.
The Speaker put the question: Shall the Bill pass,
notwithstanding the objections of the Executive?
The roll call vote resulted as follows:
Affirmative: 1 Negative: 121

MESSAGE FROM THE CHIEF EXECUTIVE

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1277.
As originally introduced, the bill would have
prohibited a person from burning used oil unless it was
refined and the emissions from the burning met State and
federal laws. As enacted, however, the bill eliminated the
qualification that the used oil be refined, added exemptions
to the prohibition on burning used oil at certain sources,
and brought the use of used oil as a fuel within the
regulatory scope of Section 8-1411.1(f) of the Natural
Resources Article.
To protect the environment through further
clarification of the law pertaining to the burning of used
oil was the sponsor's purpose. That purpose has my full
support.
