Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 744.
This bill authorizes the creation of a State debt. The
proceeds of the loan to be used to finance the construction
of public school buildings and public school capital
improvements in this State.
Senate Bill 431, which was passed by the General
Assembly and signed by me on June 1, 1982 accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 744.

House Bill No. 744
AN ACT concerning
Creation of a State Debt - State Public School
Construction and Capital Improvement
FOR the purpose of authorizing the creation of a State Debt
in the amount of $32,000,000, the proceeds to be used
to finance the construction of public school buildings
and public school capital improvements in this State;
and providing generally for the issue and sale of bonds
evidencing the loan.
