The Federal Extended Benefits Triggering Formula
FOR the purpose of urging Congress to revise the Insured
Unemployment Rate formula for triggering federal
extended benefits under the unemployment insurance
program so that individuals receiving extended benefits
are calculated into the category of individuals
receiving benefits under the formula; and urging
Congress to revise the Insured Unemployment Rate
mechanism for triggering federal extended benefits so
that the Insured Unemployment Rates currently used to
trigger extended benefits are not raised as scheduled
on September 26, 1982.

Schafer, Schweinhaut, Shore, Simpson, Smelser,
Steinberg, Stroble, Thomas, Welcome, and Welsh:
RESOLUTION
WHEREAS, It was with great sadness that we learned this past
May of the death of the Honorable Edward T. Conroy who
represented the citizens of the State of Maryland for
the greater part of his adult life.
WHEREAS, In a time of skepticism, Senator Conroy was a hero
who was able to lead by his personal example as a
husband, father, attorney, decorated war veteran,
legislator, and church and community leader;
WHEREAS, Senator Conroy inspired the citizens of this State
by his personal and moral courage;
WHEREAS, Senator Conroy took a stand and dedicated himself
to preserving the values of family, home, and
community;
WHEREAS, Senator Conroy, through his compassion and hard
work, gave hope in America's future to those both
able-bodied and handicapped;
WHEREAS, His death creates a void in the hearts of the
community, the veterans organizations, the Senate of
Maryland, and the Constitutional and Public Law
Committee;
