Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 991.
This bill authorizes the creation of a State Debt to be
used to assist in the construction and renovation of the St.
Mary's County Jail.
House Bill 1054, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 991.

AN ACT concerning
Creation of a State Debt - St. Mary's County Jail
FOR the purpose of authorizing the creation of a State Debt
in the amount of $100,000, the proceeds to be used to
assist in the construction, renovation, rehabilitation,
and equipping equipment of the St. Mary's County Jail,
subject to the requirement that the Board of County
Commissioners of St. Mary's County provide at least an
equal and matching fund of a certain type for the same
