Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 987.
This bill authorizes the creation of a State Debt to be
used as a grant to the County Executive and County Council
of Wicomico County for the construction of the Wicomico
County Jail.
House Bill 656, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 987.

AN ACT concerning
Creation of a State Debt -
Wicomico County Jail
FOR the purpose of authorizing the creation of a State Debt
in the amount of $4,000,000 $3,000,000 $4,000,000, the
proceeds to be used as a grant to the County Executive
and County Council of Wicomico County for the
construction and equipping equipment of the Wicomico
County Jail subject to the requirement that the County
Executive and County Council of Wicomico County provide
at least an equal and matching fund of a certain type
for the same purpose by a certain date; and providing
