former reference to "the provisions of Article 41
... applicable to ... regulations" is deleted as
unnecessary. See Article 41, §§ 9, 244 through
256, and 256A through 256J of the Code.

In subsection (a)(2) and (3) of this section, the
former phrase "{t}o carry out the purposes of
this subtitle" is deleted as unnecessary since
all of the powers enumerated can only be used to
carry out those purposes.

In subsection (a)(4) of this section, the former
reference to "grants, gifts, payments
advances, {and} appropriations" is deleted as
unnecessary in light of the broad reference to
"funds".

Also in subsection (a)(4) of this section, the
former references to "the United States", "the
State of Maryland", a "governmental body", and
any "other public ... corporation" are deleted
as unnecessary in light of the reference to any
"government agency".

Also in subsection (a)(4) of this section, the
former reference to "any other ... private
corporation" is deleted as unnecessary in light
of the use of the defined term "person".

In subsection (a)(5) of this section, the
language "grantor or payor" is added for clarity.

In subsection (b)(6) of this section, the former
reference to the initial report is deleted as
obsolete.

In subsection (e)(1) of this section, the word
"appropriate", which formerly modified "third
party", is deleted as unnecessary in light of the
discretion to contract.

Former Article 43, § 568Pc., which required
deadlines for reports and allowed rules and
regulations imposing penalties, is deleted as
unnecessary in light of subsection (c)(2) of this
section.

Former Article 43, § 568Y(c), which required
reports under that former section to be public,
is deleted as unnecessary in light of subsection
(d)(1) of this section.
