(2) "General Manager" means the General Manager
of State Use Industries within the Division of Correction.
(3) "Division" means the Division of Correction,
Department of Public Safety and Correctional Services.
(4) "Programs" means the State Use Industries
programs provided and administered by the Division.
(5) "Political subdivision" means a county,
municipal corporation or special taxing district of this
State.
(6) "Contracting agency" means any State agency
authorized to contract for goods and services or which is
responsible for commodity or service procurement and other
employment services.
(7) "Goods" means any tangible or movable
product, such as materials, supplies, equipment, and
printing, which is manufactured, processed, or produced for
sale.
(8) "Service" means the expenditure of primarily
labor, time, and effort rather than the furnishing of a
specific physical product.

(b) (2) The uniform standards shall be designed to
reflect planned and forecasted product lines and production
operations of State Use Industries commensurate with the
State [use industry's] USE INDUSTRIES' ability to produce.

The Division possesses all powers and authority
necessary for the proper performance of any duty or function
by this [section] SUBHEADING evolving upon or required of
the Division.

(e) Any public body issuing bonds under this section
shall approve and make available to purchasers [or] OF these
bonds an official statement or other disclosure document
that shall include, without limitation, the following:
(1) A description of the security for the bonds;
(2) A statement of the purposes for which the
proceeds of the bonds will be used;
