apply to Garrett County, Allegany County, Anne Arundel
County, Baltimore County, Worcester County, Prince George's
County, Calvert County, Montgomery County, or Washington
County.

Article 16A - State Emergency Management and Civil Defense

5.

(a) There is AN Emergency Management Advisory Council.
The Council shall be composed of such members as the
Governor shall deem appropriate and designate, including
fair and reasonable representation for local government and
representation for organizations representing volunteer fire
fighters and rescue squads.

[6D.] 6C.

(a)  A local state of emergency may be declared only by
the principal executive officer of a political subdivision.
It may not be continued or renewed for a period in excess of
seven days except by or with the consent of the governing
body of the political subdivision. Any order or proclamation
declaring, continuing, or terminating a local state of
emergency shall be given prompt and general publicity and
shall be filed promptly with the chief local records-keeping
agency.

(b)  The effect of a declaration of a local state of
emergency is to activate the response and recovery aspects
of any and all applicable local state of emergency plans and
to authorize the furnishing of aid and assistance
thereunder.

SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland (as enacted by Chapter 505
of the Acts of the General Assembly of 1981) read(s) as
follows:

Article 16A - State Emergency Management and Civil Defense

27.

The collection from a person in emergency management
and civil defense service or a person suffering injury or
damage of any tax on the income of such person, whether
falling due prior to or during his period of being in such
category, SHALL BE DEFERRED FOR A PERIOD EXTENDING NOT MORE
THAN SIX MONTHS AFTER THE TERMINATION OF HIS PERIOD OF BEING
IN SUCH CATEGORY IF SUCH PERSON'S ABILITY TO PAY SUCH TAX IS
MATERIALLY IMPAIRED BY REASON OF BEING IN SUCH CATEGORY. No
interest on any amount of tax, collection of which is
deferred for any period under this section, and no penalty
for nonpayment of such amount during such period, shall
accrue for such period of deferment by reason of such
