and

WHEREAS, Said weather conditions significantly affect the
safety and welfare of the citizens of Maryland;

NOW, THEREFORE, Pursuant to the authority vested in me by
the Constitution and laws of the State of Maryland,
including, but not limited to Article 16A of the
Annotated Code of Maryland, and the Maryland Disaster
Assistance Plan adopted by Executive Order of September
26, 1975 pursuant thereto, I, HARRY HUGHES, GOVERNOR OF
MARYLAND, HEREBY PROCLAIM THAT A STATE OF EMERGENCY
EXISTS IN BALTIMORE CITY AND IN ANNE ARUNDEL,
BALTIMORE, CALVERT, CAROLINE, CECIL, CHARLES,
DORCHESTER, HARFORD, KENT, PRINCE GEORGE'S, QUEEN
ANNE'S, SOMERSET, ST. MARY'S, TALBOT, WICOMICO AND
WORCESTER COUNTIES.

PROCLAMATION OF MARCH 3, 1982

RECISION OF REQUEST FOR DISASTER RELIEF

WHEREAS, I, Harry Hughes, Governor of Maryland, having been
advised and informed that severe winter weather
conditions, beginning on January 3, 1982, resulted in
the freezing of major portions of the Chesapeake Bay
and adjacent waterways; and

WHEREAS, Said weather conditions resulted in the
unemployment of thousands of persons; and

WHEREAS, Acting on this knowledge, I declared on February 1,
1982, that a State of Emergency existed in Baltimore
City and in Anne Arundel, Baltimore, Calvert, Caroline,
Cecil, Charles, Dorchester, Harford, Kent, Prince
George's, Queen Anne's, Somerset, St. Mary's, Talbot,
Wicomico and Worcester counties; and

WHEREAS, Said Emergency has been dealt with to the extent
that emergency conditions no longer exist;

NOW, THEREFORE, Pursuant to the authority vested in me by
the Constitution and laws of the State of Maryland,
including, Article 16A of the Annotated Code of
Maryland, and the Maryland Disaster Assistance Plan
