Maryland;

(e)  Maryland Arson Investigators
Association;

(f)   State Fire Marshalls Office;

(g)  Juvenile                                    Services
Administration;

(h) Maryland State Firemen's
Association;

(i) Office of State's Attorneys'
Coordinator; and

(j) Governor's Criminal Justice
Coordinating Council.

3.   The Council shall be provided necessary
administrative, clerical and supporting
services through the office of the
Secretary of Public Safety and Correctional
Services. Representatives in the Council
shall serve without compensation, but shall
be reimbursed for actual expenses incurred
in the performance of their duties. The
Council shall meet at least monthly and may
establish working groups consisting of
representatives of federal, state, and
local agencies, the business community, and
other interested and appropriate persons,
groups, or entities.

4.   The Council shall provide information
and recommendations to the Governor, as
appropriate, concerning:

(a)  The magnitude of personal
injury, death, and monetary loss in
Maryland attributable to arson;

(b)  Arson detection techniques to
assist State and local jurisdictions
in improving arson prevention,
detection, and control, including the
need for additional laboratory
equipment;

(c)  The need for increased training
