WHEREAS, I am advised that the Task Force can not complete
its assignments by the date specified; and
WHEREAS, I, think that it is very important that the Task
Force thoroughly accomplish each of the
responsibilities of its assigned mandate and that it
should have adequate time to do so;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, DO HEREBY PROCLAIM
THAT SECTION 5 OF EXECUTIVE ORDER 01.01.1980.07 IS
AMENDED IN THE FOLLOWING MANNER:
5. The Task Force may submit interim
reports on matters not requiring
legislation. It shall submit its final
report WITH ANY PROPOSED LEGISLATION IN
BILL FORM and shall cease to exist on
December 1, [1980] 1981; and

AREAS OF CRITICAL STATE CONCERN
WHEREAS, In preparing an element of the State Development
Plan, the Secretary of State Planning has acted under
Article 88C, §2(b)(3) of the Annotated Code of Maryland
and COMAR 16.04.01 to identify and designate certain
areas of Critical State Concern; and
WHEREAS, In accordance with Article 88C, §5 of the Code, the
Secretary has submitted these designations to the
Governor in the form of the Areas of Critical State
Concern Designation Report, dated January 1981;. and
WHEREAS, Article 88C, §5 authorizes the Governor to file a
copy of the designations, together with his comments,
in the Office of the Secretary of State and, on a
filing, directs the Governor to transmit copies of the
designations and his comments to the heads of all
departments and agencies of State Government and to the
General Assembly;
