Dear Mr. Payne:

In accordance with the provisions of Section 22-1 of Article 33 of the
Annotated Code of Maryland, the Governor of Maryland issued a proclamation
calling for a Special Primary and Special Election to fill a vacancy in the 97th
Congress of the United States of America, occasioned by the resolution of the
United States House of Representatives declaring the seat of Gladys Noon
Spellman vacant.

On April 7, 1981, the Special Primary was held and the results of said
Special Primary are attached hereto.
