AN ACT concerning
Motor Vehicle Emissions Inspection
FOR the purpose of providing that during a certain initial
period of the motor vehicle emission inspection
program it is not mandatory for the owner of a vehicle
to make certain repairs or have the vehicle
reinspected; requiring the Motor Vehicle Administration
and an inspection facility to encourage a certain
vehicle owner to take certain action; providing that
certain repairs and reinspection shall become mandatory
under certain circumstances; changing a certain amount
a vehicle owner must actually have expended for certain
repairs to a vehicle in order to be eligible for a
waiver under certain circumstances; changing mandatory
annual inspection provision to require a certain
periodic inspection; permitting an inspection facility
to be equipped with a diagnostic lane for certain
purposes; permitting the Administration to use funds in
the Transportation Trust Fund to pay certain inspection
costs under certain circumstances; providing that a
certain inspection fee may not be charged to a vehicle
owner under certain circumstances; permitting the
Administration to decrease the inspection fee and
return the fee paid by a certain vehicle owner under
certain circumstances; setting forth legislative
intent; clarifying language; and generally relating to
the State's Motor Vehicle Emissions Inspection Program.
FOR the purpose of changing the date at which the motor
vehicle emissions inspection program becomes mandatory;
requiring the Motor Vehicle Administration Secretary of
Transportation and a certain contractor to minimize
certain expenses associated with the program during a
certain period of time; providing for the appointment
of a certain committee to consult with the Secretary of
Transportation on certain matters; providing for
certain progress reports by the Secretaries of
Transportation and Health and Mental Hygiene to certain
committees of the General Assembly; and changing the
date at which the motor vehicle emissions program
terminates; and generally relating to the motor vehicle
emissions inspection program in Maryland.
BY repealing and reenacting, without amendments,
