(5)  Of the Baltimore County share of the State
basic current expense, Baltimore County shall pay to Lida
Lee Tall School of Towson State University the percentage of
the State basic current expense obtained by dividing the
number of students in Lida Lee Tall School by the total
number of students enrolled in Baltimore County and the
Lida Lee Tall School.

(6)  In fiscal year [1982] 1983, the current
expense aid received by a county or Baltimore City under

this subsection shall be no less than the current expense
aid received under this subsection in fiscal year [1981]
1982 IN ADDITION TO THE STATE SHARE OF BASIC CURRENT EXPENSE
AID RECEIVED UNDER THIS SUBSECTION:

(I) BALTIMORE COUNTY SHALL RECEIVE HOLD
HARMLESS AID OF $79,518; AND

(II) WORCESTER COUNTY SHALL RECEIVE HOLD
HARMLESS AID OF $57,668.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1040.

This bill provides that in FY 1983, in addition to
basic current educational expense aid received from the
State, Baltimore County will also receive $79,518 and
Worcester County will receive $57,668.

Senate Bill 586, which was passed by the General
Assembly and signed by me on June 1, 1982 accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 1040.
