(3) THE CLERK SHALL REMIT MONTHLY $5 OF THE
PROCEEDS OF THE ADDITIONAL FEE TO THE COORDINATING COUNCIL
ON CRIMINAL JUSTICE OF THE MAYOR'S OFFICE MAYOR AND CITY
COUNCIL OF BALTIMORE CITY; AND THOSE . (3) THE PROCEEDS
SHALL BE USED TO FUND DOMESTIC VIOLENCE PROGRAMS WHICH HAVE
24 HOUR INTAKE ABILITY. THE DIRECTOR OF THE COORDINATING
COUNCIL ON CRIMINAL JUSTICE SHALL PREPARE AN ANNUAL REPORT
ON THE DISPOSITION OF FEES TO BE AVAILABLE BY DECEMBER 1 OF
EACH YEAR.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 877.

This bill authorizes an additional fee for the issuance
of marriage licenses in Baltimore City.

Senate Bill 400, which was passed by the General
Assembly and signed by me on May 4, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
House Bill 877.

AN ACT concerning

Adoption - Consent of Minor Parent

FOR the purpose of repealing certain provisions of law
relating to the effect of a natural parent's minority
on the parent's ability to consent to adoption or
guardianship.
