This bill provides the Secretary of Budget and Fiscal
Planning may modify the assignment of State vehicles to
users with the highest mileage, if it affects the efficient
operation of a State program, and is based upon published
criteria.

House Bill 1435, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 1069.

AN ACT concerning

Carroll County - Budget and Finance

FOR the purpose of authorizing the Carroll County
Commissioners to establish a fund for self insurance of
county property; providing that the Commissioners may
set certain limits on the fund; providing that the
annual county appropriations shall make certain
reimbursements to the fund; enumerating what moneys are
included in the Carroll County surplus fund;

authorizing a reserve fund for permanent public

improvements to be funded from a specific source;
delineating certain procedures for public hearings
before any expenditure is made from the reserve fund
for permanent public improvements; providing that the.
reserve fund be used for a certain purpose; and
generally relating to budgeting and financial
considerations in Carroll County.
