Preamble
WHEREAS, The General Assembly finds that a substantial
number of pregnant women are at risk in respect to their
physical and mental health by reason of low income and poor
or inadequate nutrition or health care and because the
Federal Aid to Families with Dependent Children Program no
longer provides adequate financial resources to meet the
needs of the low-income mother and anticipated child.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:
Article 88A - Social Services Administration
52A.
(A) AID UNDER THIS SUBTITLE SHALL BE PAYABLE MONTHLY
TO COVER THE FINANCIAL NEEDS OF THE ANTICIPATED CHILD AND
PREGNANT NATURAL MOTHER WOMAN. IF THE PREGNANT MOTHER WOMAN
IS ELIGIBLE FOR OR ALREADY RECEIVING AID UNDER THIS SUBTITLE
FOR HERSELF AND ANY CHILD OR CHILDREN, THE AID SHALL BE
INCREASED INCREMENTALLY TO INCLUDE THE NEEDS OF THE
ANTICIPATED CHILD.
(B) THE SECRETARY SHALL PROMULGATE RULES AND
REGULATIONS NECESSARY TO CARRY OUT THE PROVISIONS OF THIS
SECTION.
(C) THE SECRETARY, BY RULE OR REGULATION, MAY
TERMINATE OR REDUCE THE AID PAYABLE UNDER THIS SECTION FOR
EITHER THE PREGNANT WOMAN OR HER ANTICIPATED CHILD, IF IT IS
DETERMINED THAT SUCH PAYMENTS OPERATE TO REDUCE ELIGIBILITY
FOR AID TO FAMILIES WITH DEPENDENT CHILDREN.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.
