SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 855.

This bill extends the time from 7 to 15 days in which a
motion may be filed for a rehearing following the date of
the decision of the Workmen's Compensation Commission.

House Bill 1399, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore, it is not necessary for me to sign
Senate Bill 855.

AN ACT concerning

Privileged Communications - Social Worker's Patients

Clients

FOR the purpose of creating the social worker patient

privilege during all judicial and administrative

procedures.

FOR the purpose of providing that a client of a licensed
certified social worker has a privilege in certain
proceedings to refuse to disclose and prevent
disclosure of certain communications made to the
licensed social worker under certain circumstances;
defining certain terms; and generally relating to the
licensed certified social worker-client privilege.
