12F-7(g), (h), (i), (j), and (k) of Article 81 - Revenue and
Taxes, of the Annotated Code of Maryland be renumbered to be
Section(s) 12F-7(e), (f), (g), (h), and (i).
SECTION 2 3. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1982.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 850.
This bill extends the local property tax credit for
homeowners experiencing assessment increases exceeding
fifteen percent for two additional years.
House Bill 64, which was passed by the General Assembly
and signed by me on June 1, 1982, accomplishes the same
purpose but extends the tax credit for only one year. In
light of the advice of the Attorney General that this tax
credit program is of doubtful constitutionality, I will sign
House Bill 64. A copy of the Attorney General's Opinion on
Senate Bill 850 and House Bill 64 is attached and should be
considered to be a part of this letter.
