refrigeration storage plants, buildings, structures, and
other facilities, appurtenances and equipment necessary or
useful in connection with the operation of a modern port or
in connection with shipbuilding and ship repair and every
kind of terminal or storage structure or facility now in use
or hereafter designed for use in the handling, storage,
loading or unloading of freight or passengers at steamship
terminals, and every kind of transportation facility now in
use or hereafter designed for use in connection therewith.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 782.
This bill would authorize Dorchester, Frederick and
Prince George's counties to exempt from local taxes property
leased from the federal or State governments and provides
that Anne Arundel, Dorchester, Frederick and Prince George's
counties may provide for payments in lieu of local taxes.
As pointed out in the attached letter from the Attorney
General, the title of the bill does not properly reflect the
provisions of the body of the bill, and the bill is
therefore unconstitutional.
For that reason, I am vetoing Senate Bill 782.
