SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982 and shall apply to all causes
of action accruing after that date.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 625.
This bill provides a defense to a product liability
action against a seller for property damage or personal
injury caused by the defective design or manufacture of a
product. The seller must establish that the product was
sold or leased in a sealed container or in an unaltered
form; that he had no knowledge or way to discover the
defect.
House Bill 1067, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore, it is not necessary for me to sign
Senate Bill 625.

AN ACT concerning
Waterborne Marine Fire Services Contracts
FOR the purpose of providing express authority for the
Department of Transportation to enter into contracts
with counties and Baltimore City for the provision of
waterborne marine fire protection and related
waterborne emergency services to port facilities and to
vessels within the territorial jurisdiction of the
Maryland Port Administration.
