cost-effectiveness of the use of alcohol in the production
of motor vehicle fuels and a forecast as to the production
of alcohol in this State.
SECTION 2 (3). AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1982. It shall remain
effective for a period of 3 years and, at the end of June
30, 1985, and with no further action required by the General
Assembly, this Act shall be abrogated and of no further
force and effect.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 624.
That bill would affect the motor vehicle fuel tax on
gasohol by taxing gasohol produced in Maryland at the rate
of four cents less per gallon than other motor vehicle
fuels. The reduced tax would be in effect for Fiscal Years
1983 through 1985.
The Attorney General has determined in the attached
letter that the discriminatory reduction of the tax on
gasohol produced in Maryland violates the provisions of
Article I, Section 8, Clause 3 of the Federal Constitution,
and that therefore the bill is unconstitutional.
For that reason, I have vetoed Senate bill 624.
