(A) THERE IS A LEARNING RESOURCE CENTER AS THE LIDA
LEE TALL SCHOOL THE LIDA LEE TALL LEARNING RESOURCE CENTER
SHALL BE LOCATED ON THE CAMPUS OF TOWSON STATE UNIVERSITY.
(B) THE BOARD OF TRUSTEES OF THE STATE UNIVERSITIES
AND COLLEGES AND THE BOARD OF PUBLIC WORKS SHALL PERMIT THE
EDUCATION COORDINATING COMMITTEE TO LEASE THE LIDA LEE TALL
FACILITIES FOR $1 PER YEAR.
SECTION 2. AND BE IT FURTHER ENACTED, That any
employee of the Lida Lee Tall School who is a member of a
State retirement or pension system or optional retirement
program on June 30, 1982, and who has continued in
employment at the Lida Lee Tall School by the Education
Coordinating Committee may continue membership in the system
to which the employee belonged; and any employee of the Lida
Lee Tall School who is not a member of a State retirement or
pension system or optional retirement system on June 30,
1982 shall have the option of becoming a member of the
teachers' pension system or the Teachers' Insurance and
Annuity Association, if eligible.
SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1982.

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 610.
This bill establishes a system of State learning
resource centers under the jurisdiction of the State's
Education Coordinating Committee (ECC) and states their
purpose; establishes a new center at Towson State
University's Lida Lee Tall School and directs the Board of
Trustees of the State Universities and Colleges and the
State's Board of Public Works to permit Education
Coordinating Committee to lease this school's facilities;
and provides admission to membership or continuance of
membership in certain retirement and pension systems for
certain employees.
House Bill 1494, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 610.
