In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 378.
This bill requires the county governing body to meet
and confer with municipal officials to determine if the
county will levy a tax on assessable property within the
municipality which is less than the general county tax rate
if the municipality performs governmental services in lieu.

House Bill 1245, which was passed by the General
Assembly and signed by me on June 1, 1982, accomplishes the
same purpose. Therefore it is not necessary for me to sign
Senate Bill 378.

Creation of a State Debt - Loyola College
FOR the purpose of authorizing the creation of a State Debt
in the amount of $720,000, the proceeds to be used to
assist in the planning, design, construction, and
equipping equipment of (1) the an addition to and
renovation of the Physical Plant Building; and (2) for
academic offices and classrooms in the building known
as the College Center located at Loyola College subject
to the requirement that Loyola College provide at least
