A House Joint Resolution concerning
Residential Conservation Service Plan
FOR the purpose of requesting the Public Service Commission
and the Maryland Energy Office to conduct a review of
how public utilities implement the Residential
Conservation Service Plan, to require evaluate the
feasibility of requiring certain implementation of the
Residential Conservation Service Plan, and to examine
its cost effectiveness.
WHEREAS, The National Energy Conservation Policy Act of
1978 established energy conservation as a national priority
and mandated all states to develop and , implement a
Residential Conservation Service Plan; and
WHEREAS, The residential sector uses 23 percent of all
energy consumed in Maryland; and
WHEREAS, The National Energy Act of 1978 estimates that
full implementation of the RCS Program could save America
the equivalent of 200,000 barrels of foreign oil each day;
and
WHEREAS, As recognized in the Maryland Energy Financing
Act of 1981:
(1) It is necessary and appropriate that
Maryland promote and assist the Nation's effort to improve
our balance of payments, to reduce the threat of economic
disruption from petroleum supply interruptions, and to
increase the Nation's security by reducing its dependence
upon imported petroleum;
(2) Energy conservation and the increased use of
energy produced from Maryland resources can reduce the flow
of capital out of Maryland for energy imports, and can
