SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
read(s) as follows:

Article - Courts and Judicial Proceedings

2-504.

(c) [(1)] The salary of a clerk is payable biweekly
from the fees, receipts, and emoluments of his office after
deducting the necessary expenses of the office.

[(2) If the fees and receipts of the office are
insufficient to pay the salary of the clerk the deficiency
shall be paid by the Comptroller from funds provided for
that purpose in the State budget.]

2-504.1.

(A)  THE CLERK OF EACH CIRCUIT COURT SHALL SUBMIT
ANNUALLY A BUDGET FOR THE REVIEW AND APPROVAL OF THE GENERAL
ASSEMBLY.

(B)  EACH BUDGET SUBMITTED UNDER THIS SECTION SHALL:

(1)   SPECIFY FOR EACH CLERK'S OFFICE:

(I)  THE NUMBER OF POSITIONS;

(II)  THE SALARIES;

(III)  THE EXPENSES; AND

(IV)  THE ANTICIPATED REVENUES.

(2)  BE SUBMITTED TO THE COMPTROLLER IN A UNIFORM
FORMAT AS PRESCRIBED BY THE SECRETARY OF BUDGET AND FISCAL
PLANNING;

(3)  BE SUBJECT TO REVIEW BY THE COMPTROLLER AND
THE STATE COURT ADMINISTRATOR; AND
