(2) Recommendations for legislation that the
State Board and the State Superintendent consider necessary
to improve the quality of education in this State.

(c)(1) Funds for this program shall be used to
acquire:

(i) The services of one full-time
pediatric-school nurse practitioner and one full-time health
aide II from the Caroline County Health Department, Bureau
of Community Health Nursing; and

(ii) The services of one full-time
pediatric-school nurse practitioner and one full-time health
aide II from the Baltimore City Health Department, Bureau of
Community Health Nursing.

(2)  The local subdivisions shall be reimbursed
for the purchase of necessary supplies for the program.

(3)  The Department of Health and Mental Hygiene
or the Baltimore City Health Department shall designate a
part-time health research design analyst:

(i) To plan the design of the program;

(ii) To work with the local subdivisions
to collect and analyze data during the program period; and

(iii) [To] SUBJECT TO ARTICLE 40, § 51 OF
THE CODE, TO prepare the reports to the General Assembly and
the Secretary of Health and Mental Hygiene on July 1, 1982
and July 1, 1983.

(a)  Each year, the State Board shall:

(1)  Review the application of the funding
formula provided in §§ 8-417 through 8-417.6 of this
subtitle in light of the programs required under §§ 8-401
through 8-409 of this subtitle; and

(2)  On or before September 30, make a report to
the Governor and, SUBJECT TO ARTICLE 40, § 51 OF THE CODE,
TO the General Assembly.

(b)  (1) In consultation with the institutions and
agencies concerned with postsecondary education in this
State, the Board shall develop an overall plan that:
