(2)  A complete accounting of the intended use of
further payments of such funds including the relationship of
such future use to the presence of a racetrack. In the
event that a future use will involve expenditure or
commitment of such funds over a period of more than one
year, the accounting of intended use shall include a
schedule reflecting the annual amount to be expended or
committed for each year through the completion of the
intended use.

(3)  A certification from the fiscal officer of
the jurisdiction that any and all such funds will be held by
the county or Baltimore City in a special account, and will
be used only for the purposes specified in the report.

(4)  A description of the procedures used by the
county or Baltimore City to select the projects to be
included in the accounting of intended use required under
subsection (e)(2) above, including the methods of
solicitation and degree of participation in those procedures
by the public.

Article 78D - Regional Planning Council

16.

The Regional Planning Council has these additional
functions and powers:

(1)  To conduct research required for the
planning of the regional area, including the collection of
data with respect to population trends, the social,
economic, physical, and governmental factors affecting the
development of the area; and The Council shall make its
findings available to persons interested.

(2)  To advise units of government concerning the
relationship of any plans, projects, proposals, and policies
adopted or under consideration by any such unit of
government to other plans, projects, proposals, and policies
applicable to the regional planning area.

(3)  To prepare and make available to units of
government recommended standards for building and
subdivision-control ordinances, zoning, and other planning
regulations, and for administrative practices and procedures
under such ordinances or regulations.

(4)  To prepare and recommend methods for
establishing capital improvement programs and budgeting
therefor, and schedules of priority of public projects for
units of government.

(5)  [To] SUBJECT TO ARTICLE 40, § 51 OF THE
CODE, TO prepare, publish, and distribute an annual report
