(3)  [Submit] SUBJECT TO ARTICLE 40, § 51 OF THE
CODE, SUBMIT an annual report to the Governor and to the
General Assembly on or before January 1 of each year,
setting forth the results of any studies and its
recommendations, if any, for legislation; and

(4)  Subject to § 2 of this article, appoint a
deputy director on aging.

Article 73B - Pensions

42.

The State Agency shall make studies concerning the
problems of old age and survivors' insurance protection for
employees covered by this subtitle, and concerning the
operation of agreements made and plans approved under this
subtitle, and, SUBJECT TO ARTICLE 40, § 51 OF THE CODE,
shall submit a report to the legislature at the beginning of
each regular session, covering the administration and
operation of this subtitle during the preceding fiscal year,
including such recommendations for amendments to this
subtitle as it considers proper.

(d) The board of trustees shall:

(1)  Meet quarterly.

(2)  Submit an annual report to the Governor and,
SUBJECT TO ARTICLE 40, § 51 OF THE CODE, TO the General
Assembly.

(3)  Submit progress and status reports to
participants of the plan.

(4)  Maintain records of its accounts and
transactions.

(5)  Maintain transcripts of meetings. and
proceedings.

Article 78 - Public Service Commission Law

3A.

(i) [The] SUBJECT TO ARTICLE 40, § 51 OF THE CODE, THE
utility consumer advisory panel shall report on its
activities to the General Assembly by January 1 of each
year.
