(House Bill 1489)

AN ACT concerning

Public Drainage Associations, Public Watershed
Associations, and Drainage Projects

FOR the purpose of establishing Public Drainage Associations
and Watershed Drainage Associations for a certain
purpose; designating the Board of Managers of a
Drainage District as the Board of Managers of Public
Drainage Associations; correcting certain terms that
refer to water management systems and watersheds;
clarifying language; exempting certain officers and
directors from personal liability for certain actions;

exempting public watershed associations, public

drainage associations, and drainage projects from

certain permits issued by the Department of Natural
Resources; providing a certain immunity for certain
officers and directors of a public drainage association
or public watershed association; exempting certain
agricultural drainage systems from permit requirements
under certain conditions; changing the fine for
obstructing the free flow of water in certain ditches,
drains, or other improvements; and generally relating
to drainage projects.
