AN ACT concerning
Alcoholic Beverages Laws - Decriminalization -
Adults and Juveniles
FOR the purpose of making certain violations by minors and
adults of certain alcoholic beverages laws and certain
criminal laws relating to the sale, purchase,
possession, and consumption of alcoholic beverages a
civil offense for which a citation shall be issued;
defining certain terms; conferring jurisdiction over
citations to certain courts; providing that in certain
circumstances an intake officer shall receive certain
citations and shall forward the citations to certain
courts take certain actions regarding the citation;
permitting certain courts to direct a study of a child
under certain circumstances and prescribing the use of
the report of the study; establishing a certain
standard of proof to be used in certain cases;
providing for the dispositions of violations by
juveniles; permitting a court to order the suspension
of the driving privilege of a juvenile found to have
violated the provisions of this Act in certain
circumstances as a disposition; prohibiting the Motor
Vehicle Administration from assessing points or
affecting a child's driving record in certain
circumstances, nor disclose information to certain
individuals; prohibiting an adult from certain
activities; establishing the citation procedure to be
used in the District Court and in the juvenile court;
conferring jurisdiction for certain cases on the
District Court; providing for the printing of certain
citations; providing for the appeal by adults of an
adjudication of a violation; requiring the Motor
Vehicle Administration to suspend the driving
privileges of a child under certain circumstances;
prohibiting insurers from refusing to issue or renew a
motor vehicle liability policy for certain reasons;
providing for the penalties for violations by adults;
providing that the failure or refusal to furnish
certain information to an officer in certain
circumstances is a misdemeanor, and creating a penalty
therefor; repealing laws inconsistent with this Act;
making technical changes; clarifying language; and
generally relating to the decriminalization of certain
