any pesticide which is adulterated, misbranded, or bears

has been found to contaminate the environment by federal or
State authorities. A person may not dispose of removed
material in any manner without written consent of the
Secretary, OR the Circuit court of the county in which the
product is found[, or the Baltimore City court, if the
pesticide is found in Baltimore City].

If any fine is imposed by the Circuit court of any
county [or the Criminal Court of Baltimore City] under the
provisions of this subtitle, the fine, less the costs of
collection, shall be paid immediately into the fund
established by § 6-303.
7-209.
(e) The Authority may revoke or suspend any license
issued under the provisions of this section, for any
violation of a provision of this subtitle or of any rule or
regulation issued under it. No revocation or suspension may
be ordered until the Authority has given at least ten days'
notice of the contemplated action to the licensee, nor
without according to the licensee a full statement of the
charges against him and a full opportunity to be heard in
his own defense and to be represented by counsel. Any person
aggrieved by any action of the Authority in revoking or
suspending his license has a right of appeal to the Circuit
court of the county in which he resides or in which the
violation occurred[, or to the Baltimore City Court if he
resides in or the violation occurred in Baltimore City]. The
court may affirm, modify or reverse the action of the
Authority. The Authority may stay its action pending the
determination of an appeal from its decision.
