hearing this case shall be governed by the judicial review
standards of the Administrative Procedure Act, §§ 255 and
256 of Article 41 of the Annotated Code. In addition to
other relief, the court may award a prevailing complainant
reasonable attorney's fees and costs of litigation.

20.

Notice of every open examination scheduled by the
Secretary shall be published with the closing date for
receiving applications and the rate of compensation for each
position listed at least once or as many more times as the
Secretary may deem necessary at least two weeks prior to the
date of examination in a newspaper or newspapers of general
circulation in the City of Baltimore or in the county in
which the examination is to be held. Such notice shall also
be sent [to the clerk of the Superior Court of Baltimore
City and] to the clerk of the circuit court for each county
in this State, and said clerks shall forthwith post the same
in their respective courthouses. Such further notice shall
be given as the Secretary may prescribe. The Secretary
shall, whenever necessary, provide facilities for holding
examinations in different parts of the State.

Article 65 - Militia

32A.

Officers and enlisted men of the organized militia
ordered out for active duty or training by the Governor, or
by his authority, shall, be protected in their civilian
employments during the whole period or periods of the active
duty or training, as follows:

(3) In case any private employer fails or
refuses to comply with the provisions of this section, the
circuit court of the county[, or of Baltimore City, as the
case may be,] wherein the private employer maintains a place
of business, upon the filing of a motion, petition, or other
appropriate pleading by the person entitled to the benefits
of this section, may require the employer to comply with the
provisions of this section and to compensate such person for
any loss of wages or benefits suffered by reason of the
employer's unlawful action; provided that no fees or court
costs shall be taxed against any person who may apply for
such benefits, and provided further that only the employer
shall be deemed a necessary party respondent to any such
action.

50.

Any person who shall wilfully and unlawfully misapply
or convert to his own use any money or other property
belonging to said organized militia, or any organization
thereof, or who shall, when lawfully called upon to do so by
