The Commission may file a petition for injunctive or
other relief in the circuit court of the county[, or in the
Baltimore City Court, as the case may, be,] having proper
venue for the purpose of requiring compliance with its order
or the relief authorized in this title.
(1) In addition, the court can issue an order to
cease and desist from the violation, and can void an
official action taken by an official or employee with a
conflict of interest prohibited by this article when the
action arose from or concerned the subject matter of the
conflict and if the legal action was brought within 90 days
of the occurrence of the official action, if the court deems
voiding the action to be in the best interest of the public.
The court may also impose a fine of up to $1,000 for any
violation of the provisions- of this article. Each day upon
which the violation occurs constitutes a separate offense.
(2) The court, after hearing and considering all
the circumstances in the case, may grant all or part of the
relief sought. However, the court may not void any official
action appropriating public funds, levying taxes, or
providing for the issuance of bonds, notes, or other
evidences of public obligation.

Any officer who shall deliver to the agent for
extradition of the demanding state a person in his custody
under the Governor's warrant, in willful disobedience to §
25 of this article, shall be guilty of a misdemeanor and, on
conviction, shall be subject to a fine of not more than
$1,000.00, or be imprisoned not more than six months, or
both, the trial of said case to be conducted in the circuit
court of the county [, or in the Criminal Court of Baltimore
City,] wherever the offense shall have been committed.

(a) He shall record all commissions to civil officers
issued by the Governor in a book to be kept by him for that
purpose and shall transmit the same to the clerks of the
[several] circuit courts for the counties [and of the
Superior Court of Baltimore City].

In the construction of this subtitle, the following
definitions shall conclusively determine the meaning of the
terms used;
