restriction upon their borrowing power) secure the payment
of this sum by the issue of bonds or other certificates of
indebtedness, pledging the full faith and credit of the
county to the payment of interest and principal thereon.
(b) The board of county commissioners or county
council of every county in this State may cooperate within
the terms of this section and subtitle for the construction
and reconstruction of hospitals and related facilities, by
contributions up to one third of the cost of any hospital or
facility. For this purpose, the county commissioners or
county council may levy or appropriate from the general
funds of the county; or they may (within the limits of any
restrictions upon their borrowing power) secure the
necessary moneys or any portion thereof by the issue of
bonds or other certificates of indebtedness, pledging the
full faith and credit of the county to the payment of
interest and principal thereon. For the purposes of this
subsection, the [State Board of Health] SECRETARY OF HEALTH
AND MENTAL HYGIENE as the sole agency to represent the State
shall represent and cooperate with the county.
(c) The Board of County Commissioners of Kent County
may cooperate within the terms of this section and subtitle
for the construction of a nursing home and related
facilities by contributions up to one third of the cost of
this nursing home and facilities._____The nursing home so
constructed shall be at least a 25-bed nursing home._____For
this purpose the County Commissioners of Kent County may
levy or appropriate from the general funds of the county; or
they may (within the limits of any restriction upon their
borrowing power) secure the necessary moneys or any portion
thereof by the issue of bonds or other certificates of
indebtedness, pledging the full faith and credit of the
county to the payment of interest and principal thereon.
For the purposes of this subsection, the [State Board of
Health] SECRETARY OF HEALTH AND MENTAL HYGIENE, as the sole
agency to represent the State, shall represent and cooperate
with the Board of County Commissioners of Kent County.
Article 25A - Chartered Counties of Maryland
5.
The following enumerated express powers are granted to
and conferred upon any county or counties which hereafter
form a charter under the provisions of Article 11A of the
Constitution, that is to say:
(J) To prevent, abate and remove nuisances; to prevent
the introduction of contagious diseases into such county; to
regulate the places of manufacturing soap and candles and
fertilizers, slaughterhouses, packinghouses, canneries,
factories, workshops, mines, manufacturing plants and any
and all places where offensive trades may be carried on, or
